Epsom and Ewell Sports Park is a proposed new, community-led sports and wellbeing destination at Hook Road Arena, designed to meet long-standing and growing demand for high-quality sports facilities in the borough.
The project brings together sport, health, community use and housing in a single, integrated development that responds directly to identified local need, aligns with the Council’s Local Plan objectives, and delivers lasting social, economic and environmental value for local people.
Led by Epsom and Ewell Sports Park CIC, in partnership with local sports clubs and delivery partner Sigma, the project represents a once-in-a-generation opportunity to secure sustainable sports infrastructure while also supporting housing delivery and generating capital receipts for the Council.
Our Vision
Our vision is to create a modern, inclusive and financially sustainable community sports hub that:
- Provides a permanent home for local football and netball
- Supports grassroots participation through to elite competition
- Improves health, wellbeing and social connection across all ages
- Is shaped by the community and run for community benefit
- Leaves a lasting legacy for Epsom and Ewell
The Sports Park will be a place where people come not only to play and compete, but also to connect, volunteer, spectate and belong.
What the Project Delivers
The Epsom and Ewell Sports Park will be developed at Hook Road Arena, a strategically located site allocated in the Local Plan for a new sports hub and residential development.
The proposals include:
Sports Facilities
- Indoor sports facilities, designed to meet modern standards and address the borough’s shortage of indoor court space
- Grass and artificial playing pitches for football and wider community use
- A dedicated football clubhouse providing changing, social and operational space
- A dedicated netball clubhouse, giving the club a permanent home for the first time in its history
- Pavilion and changing facilities designed for multi-sport use, accessibility and safeguarding
These facilities are designed to support:
- Regular training and match play
- Youth and junior development
- League, county and regional competition
- Community sport, schools and casual participation
Housing and Wider Benefits
- Approximately 100 new homes delivered on the eastern part of the site
- A development model that supports Local Plan housing objectives
- Generation of a capital receipt and long-term value for the Council
- Reinvestment of surplus into community sport and facilities through the CIC structure
A Home for Football and Netball
At the heart of the project is the provision of permanent, fit-for-purpose homes for two established community clubs:
- Epsom and Ewell Football Club
- The Downs Netball Club
Both clubs currently operate across multiple sites with rising costs, uncertainty over leases, and limited control over facilities. This project will:
- Reduce operating and hire costs
- Provide autonomy and stability
- Enable long-term planning and growth
- Improve player experience and retention
For netball in particular, the lack of indoor facilities in the borough has become a critical constraint on participation and development. The Sports Park directly addresses this gap.
Community-Led, Not Developer-Led
Epsom and Ewell Sports Park CIC exists solely to deliver community benefit. As a Community Interest Company, any surplus generated by the project is reinvested into the facilities, clubs and wider sporting community.
The CIC has partnered with Sigma, an experienced delivery organisation specialising in community-led development, to bring together:
- Identified needs within the Local Plan
- Sports infrastructure shortfalls
- Housing delivery
- Financial sustainability
This approach allows the project to:
- Deliver new sports facilities without ongoing subsidy
- Support housing growth in the right location
- Generate funds for council priorities
- Protect long-term community access to sport
A Long-Term Legacy
The Epsom and Ewell Sports Park is not a short-term solution. It is designed to:
- Serve the borough for decades to come
- Grow with demand for sport and activity
- Support future generations of players and volunteers
- Act as a hub for health, wellbeing and community life
